The answer depends on what you are trying to sync.If you are talking about the native XP mail application (OUTLOOK EXPRESS), then you will need the third party MICROSOFT ACTIVESYNC addon called SyncExpress (http://www.syncdata.it/).
I'm sure your aware that ACTIVESYNC was made to sync with MS OUTLOOK, so you could opt for that option, by loading MS OUTLOOK.
Regardless of your choice, it's best to load the latest ACTIVESYNC 3.5 PC application (http://www.microsoft.com/mobile/pocketpc/downloads/activesync35.asp)
If you do decide to use the older original Windows CE Services 2.2 with XP, you will be very limited in your syncing abilities.
